(1) He mixes the two varieties in the ratio 5:9.
(2) The cost price of one variety of coffee is $1.5 per kg while the cost price of the mixture is $2.25 per kg.

E is the answer.

There is no information in the question about what price the coffee is actually sold at. We only have the cost and that makes both statements insufficient.

To know about the profit/loss, one should know the cost price (CP) and selling price (SP).
Statement 1 is not sufficient as without knowing the CP and SP.
Statement 2 is not sufficent as it just tells us the Cost Price. Without SP, this statement is not sufficient!

So, the answer is
