Sentence means that before even considering user-friendliness and ease of use, consumers have to determine if they should even buy one.

I agree with E.

First, byers consider reasons for buying a computer [why they need one], and only then evaluate it on the basis of how simple it is to operate one.

E for me.
oddly premature and irrelevant indicate that the buyers are looking beyond userfriendliness. E states the logical priority that buyers are evaluating b4 buying a PC

The rest still talk about user-friendliness.

would go with E.
A) "..emphasized on ease of use.." this doesn't suggest whether the PCs are easily serviceable. A is out
B) noone is talking of the cost. too narrow. out.
C) until one start using the PC, one won't get an idea what actually is required. there is no point of reference with which new models can be compared. out.
D) this is out of question.
E) yes, one to one relation. time/cost trade-off.
