Any expression which is a quotient of two numbers is certainly a fraction. \(\frac{\sqrt{2}}{5}\), \(\frac{100}{9}\) and \(\frac{-15}{\sqrt{3}}\) are all fractions. The question in the original post doesn't make any sense - perhaps it means to ask whether y is a rational number (i.e. whether y can be written in the form p/q, where p and q are integers), or perhaps it means to ask whether 0 < y < 1. It's anyone's guess what the intention is. Where is the problem from? It's clearly not a real GMAT question.
