(1) Parking charges at the garage are $1.00 for the first hour and $0.75 for each additional hour or fraction of the hour.
(2) If the charge for the first hour had been $1.25 Sue's total parking charge would have been $5.00

Let's see which statements help us set up an equation linking the number of hours to the money, a Precise approach.

(1) lets us set up the equation 1 + 0.75(t - 1) = 4.75, which we can solve to get t. Sufficient.
(note: we were not asked how many hours she was there, but for how many she was charged.)

(2) does not help us set up an equation as we do not know what happens after the first hour. Insufficient.

(A) is the answer.
