Hi Fiosama,
To start, were you discussing the application policies with an actual member of the Admissions Committee at this particular Program - or was it someone else within the organization (re: someone who doesn't necessarily know the exact process that the Admissions Committee uses)? I ask because if you consciously avoid putting in a reasonable effort on the IR and Essay sections - and everyone else who applies DOES try to perform up to their best - then your Overall GMAT results might end up looking 'bad' by comparison (which would make skipping out on those 2 sections a silly choice - considering you can take them at the 'end' of the Exam and they're both fairly straight-forward to deal with).
We last discussed your studies approximately 4.5 months ago, so before I can offer you any additional advice, it would help if you could provide a bit more information on how you've been studying and your goals:
1) Have you taken the Official GMAT yet or will this be your 1st attempt?
2) How many hours do you typically study each week?
3) What study materials have you used so far? What “brands” of CATs/mocks have you used?
4) On what dates (or approximate dates) did you take EACH of your CATs/mocks and how did you score on EACH (including the Quant and Verbal Scaled Scores for EACH)?
5) What specific application deadline are you facing?
