A sounds good. The ratio looks like [(3.6*10^(-3))*2.8]/[4*10^(-2)*10^(-1)*3*10^(-3))=(3.6*2.8/(4*3))*10^3
3.6*2.8 is a little smaller than 12 because 3.6 < 4 and 2.8 < 3, therefore the ratio 3.6*2.8/(4*3) is a little smaller than 1, so the number is slightly below 1,000 -> 840 is the closest.

Change to either 36*10^-4 etc... or my personal choice (36/10000*28/10)/(4/100*1/10*3/1000)
(36*28/10^5)/(12/10^6) --> 3*28*10 --> 840
