Suppose all of them has bought min number of pens = 3
total pens = 10*3 = 30
since actually 36 pens were bought that means we can only distribute max of 6 pens among 10 boys. Which means , at the max only 6 boys can buy 4 pens.
Since 3 is less than 6, we are only left with 9.
Thus C

C is correct..
Range = Highest no of pens - Lowest no of pens = 3
Now if 9 people bought 4 pens each... then all pens are over... as the total given is 36... and 9x4 = 36.. Hence the 10th person bought no pen... therefore range changes to 4 from 3... which is not correct.
If 3 people bought 4 pens = 12 pens over.. the remaining 24 can be distributed to obtain a range of 3
Also if 6 people bought 4 pens = 24 pens over .. the remaning 12 can be distributed to obatin a range of 3
