IMO answer is (B)

(A) no less an authority than

we don't need comparison here, as we are talking about last governor as an authority.

(B) nonetheless an authority

This looks ok as it directly says last governor as authority.

(C) nevertheless authoritarian

authoritarian is wrong as it sound he is the only authority. further 'nevertheless' means inspite of

(D) not less an authority than

same issue as (a), we don't need comparison.

(E) an authority not less than

same issue as (a), we don't need comparison.

A) no less an authority...has suggested. Subject is missing. We don't know which authority is suggesting.
B) nonetheless changes the meaning to 'even then' or 'despite that' which is incorrect in the context.
C) It means that 'even though the last governor is authoritarian...' which seems to fit with the rest of the sentence. We have a proper subject.
D) not less an authority...has suggested. Subject is incorrect as it does not tell which authority is suggesting.
E) Same as D and A
