That's the least to consider.

GMAT preparation/exam. TOEFL exam. Some help with essays. School visits.

Then time spent preparing the essays. Time spent waiting for the decision (browsing gmatclub forum).

The list goes on...

But I am sure getting in your dream school worths every effort and cent spent.

You forgot $200-250 for each application.

$28 is pretty minimal considering you get 5 free reports if you request them at the time of your GMAT. Even if you apply to 10 schools, that's $28x5 which is still far less than the cost of a single application.
