Since 30% of tourists ride bicycles and beverages, 45% of tourists ride bicycles and have no beverages and 75% of tourists ride bicycles (30% + 45%) in total which satisfies 60 percent of the tourists riding bicycles do not have beverages (60% of 75% = 45%)
Now the answer to what percent of the total number of tourists are without bicycles = 25% = 100%-75%

Let the total number of tourists riding bicycles = X
60 percent of the tourists riding bicycles do not have beverages
--> 40% of the tourists riding bicycles have beverages = 30 (Given)
--> 40% of X = 30
--> 40/100*X = 30
--> X = 30*100/40 = 75

X + Y = 100
--> Y = 100 - X = 100 - 75 = 25

Total number of tourists without bicycles = 25%

IMO Option C

We can let the total number of tourists = 200.

Thus, 60 ride bicycles and have beverages. Since 60 percent of the tourists riding bicycles do not have beverages, 40 percent of the tourists riding bicycles do have beverages. If b = the number of tourists who ride bicycles, we can create the equation:

0.4b = 60

b = 60/0.4 = 600/4 = 150

Since 150 tourists have bicycles, 200 - 150 = 50 tourists don’t have a bicycle, which is 50/200 = 1/4 = 25% of the tourists.
