I took several minutes to solve this problem and all I could come up with an answer E. A question like this can really kill me on the real GMAT

in my opinion,
1- 4x>2y is insufficient, so it is b,c, or e
2- x/y<1, means y>x, this is only true if y is not negative, but still not sufficient
so i say E is the answer
