If y is negative than 4x>3y is true
If y is, for instance, 3 and x=2 than 4x>3y is not true

so y>x or y<0 or x<=0
insufficient

I think it is E.
Is 4x>3y?
1) 4x>2y => x > y/2
For (x,y) = (7,8)
x>y/2 is True
4x>3y is True (4x=28, 3y =24)
For (x,y) = (5,8)
x>y/2 is True
4x>3y is False (4x=20, 3y=24) INSUFF.
2) x/y< 1
For (x,y) = (7,8)
x/y < 1 True
4x>3y is True
For (x,y) = (5/8)
x/y<1 is True
4x>3y is False
Combining (1) & (2), doesn't give anything more.
For two values (5,8) and (7,8) which satisfy both conditions, 4x<3y can be True or False
Hence E.
