Hi,
I have scored 650 in GMAT (38V(85%ile) and 43Q(55%ile)). I am an Indian, Female electrical engineer having 2+ years of work experience in Tata Consultancy Services. My schooling and graduation marks are above average. Could you please suggest which colleges should I apply for in Europe and Asia?

Well if you will have three years by the time of application, then you are off to a good start. As a female you will be at an advantage to your peers. But you will have two big obstacles: Being an Indian Techie, and your GMAT.
My first thought is that since you have 8 months till R1, you may want to consider retaking the GMAT. Here are some thoughts about Indians retaking the GMAT: https://admissionado.com/mba/to-retake-o ... n=mba_blog
Other than that, once you get your final GMAT you can look at schools around your GMAT range. With a 650 as an Indian techie - schools in the 30-50 range should be about right for you.
Of course it also depends on your story! And how good your essays are! And what other cool stuff you have!!!
