Just took it today for the second time - would have loved to break the 700 barrier, but it just wasn't to be. Am well within the accepted range (middle 80%) of all the schools to which I am applying - Harvard, Stanford, HAAS and Columbia, so I will not take it again, but instead will concentrate on making my essays heartbreaking works of staggering genius, and trust that my extensive arts background (read:diverse) will do the rest. Many. many thanks to all who post on this website - I went from a 38Q and 41V to 40Q and 42V, and I would never have been able to do so if it weren't for all of your help.

I'm going to wish you good luck as well, but I think you should consider that it is exceedingly rare for someone with a quantitative score in the 60th percentile to be admitted to any of the schools on your list. I'm certain that it can't be more than a handful of people a year at each school, and they are almost certainly underrepresented minorities.
I don't know anything about the rest of your application; but I will guess from your name that you are female, which helps a good bit. A background in the arts helps with diversity, but hurts in establishing your ability to cut the mustard quantitatively. I would highly suggest running your profile by one of the admissions consultants here to get feedback on your chances at those schools. They are 4 of the 8 most competitive schools to get into (possibly 4 of the top 5).
