I took the GMAT a second time, but totally bombed the IR section. I'm looking to get into a top school, which score should I use? I'm thinking that the 3IR disqualifies my 710.

Both of these scores are outstanding performances - as such, you can likely apply to any Business Schools that interest you with either of these scores. At this level, there's really no practical difference between a 700 and a 710 - and Business Schools know that - so those scores are seen as the same. Since many Schools have publicly stated that they still don't use applicant's IR scores in any meaningful way during the application process, it's likely that neither the 8 or the 3 would mean much. That having been said, assuming similar Quant and Verbal Scaled Scores between these two Official Exams, I'd send the 700/IR8 (only because there might a few Admissions Committee members that would find the IR8 exciting).
