Definitely the 730 but you can include the 710 as well if you want to showcase a stronger IR score. The 2, while concerning, won't be grounds for an automatic ding so don't worry about that!

Thanks for your reply !! Do you know how I can include the other IR score ? Most schools only give place for 1 set of scores

Most schools actually should give you the option to include additional scores. That's because most universities use one of two or three main application platforms. They can be customized but they keep them somewhat similar. If after hunting around, you can't find it - AbhiJ is great - address it in the optional essay. That's exactly what it's there for. But remember - keep it short and to the point. Say you don't feel the IR 2 was an accurate assessment of your abilities and how you have this other score you'd like to share.
