answr is (B)>> since the term last year refers to past>>and option b has ' had been '

Out of the two probable ans (B) and (E),if you are in doubt then go with the stmnt which
is same in style as the original one.
Thus I would prefer (B)

IMO B.
E sounds like Last year 80% of "all laptops manufactured" were sold to Europe Union.

last year modifies the 'sold' to imply 'sold last year'
in B, it is correct
80% of laptops that were sold (in European Union) last year were
