I think this question has a serious problem and the answer is illogical, here is reason why.
For example, a new law requires us to wear helmet when we ride the motorcycle, and such law changes what we were allowed to do (not wearing a helmet), rather than changes what we are allowed to do.

Back to the question, how come a past bill changed what we are allowed to do? That does not make any sense.
