+1 for C

Split 1:
We have a list here. Working modifies the preceeding phrase, this changes the intended meaning. Hence, we need a noun to make the list parallel, "a four day work week".
Eliminate A, D, E.

Split 2:
We have multiple items (demands) in the list. Hence we need 'are' instead of 'is'.
Eliminate B.

C is the best answer.

IMO C
Here parallelism and modifiers come to play.

"four day work week" will modify the demand and not factory

(B) A 32% wage hike, a four-day workweek, and above all a higher standard of factory safety is a demand

(C) A 32% wage hike, a four-day workweek, and above all a higher standard of safety in the factory are demands

(E) Hiking wages 32%, working four days a week, and above all heighten the standard of factory safety are demands

Must be (C) for correct Parallelism usage...

    A 32% wage hike,
a four-day workweek, and above all
a higher standard of safety in the factory
are demands that management must meet if it wishes to avoid a crippling strike.
