From the question premise we know -
There is at least one direct route between B and C
There is at least one direct route between A and C
Total number of routes between A and C = Direct Routes + Indirect Routes = 48
Number of direct routes between A and B = 23
Case 1: Only one direct route exists between B and C
Number of ways a person can traverse from A to C via B = 23 * 1 = 23
