There are 10 even numbers from 1 to 21.
Probability of getting even on first draw is 10/21
Probability of getting even on second draw is 9/20 (no replacement)
Total probability,

Every time you proceed a subtraction from integers “inclusive” you must add one in the end or you are counting intervals instead integers.
