A. A bouquet of flowers, which is usually tied with a ribbon, act as a meaningful gift in many cultures around the world--- act doesn't agree in number as subject, 'act' is a plural verb while 'a bouquet of flower' is singular. A is out.
B. A bouquet of flowers acts as a meaningful gift in many cultures, which is usually tied with a ribbon, around the world--- the placement of witch modifier is wrong it should be placed near the noun that it modifies.
C. A bouquet of flowers, which is usually tied with a ribbon, acts as a meaningful gift in many cultures around the world---correct
D. Acting as a meaningful gift in many cultures around the world, a bouquet of flowers are usually tied with a ribbon--- "Acting as a meaningful gift in many cultures around the world" incorrectly indicates that --a bouquet of flowers is acting as a meaningful gift
