(1) If the original rate for a car was over \$35 per day, then its reduced rate is 66 percent of its regular rate.
(2) Before the reduction, car B's rate was \$3 per day more than car A's, and after being reduced by the same percent as car A, its reduced rate became \$40 per day.

To answer the question we need to know by how much the old rate was reduced.
We'll look for statements that give us this information, a Logical approach.

(1) Since the reduced rate is \$38, the original must be higher than \$38 meaning that it is more than \$35. So we know that is was reduced by 66% and can calculate.
Sufficient.

(2) Let's write this down as equations so its easier to understand:
orig_b = orig_a + 3
orig_b * reduction = 40
orig_a * reduction = 38
This is 3 equations with 3 variables, meaning it has one solution. So we can solve for the original value of car A.
Sufficient.
