I'm sorry, is it necessary to know that 1 inch is 12 feet in this problem? could one infer the answer without knowing it?

Yes, you absolutely would need to know that 1 foot is 12 inches (you wrote that the wrong way around :) ) to answer this question. The GMAT doesn't expect you to know conversions like this, because that would be unfair to people who grew up with metric units, so in a real GMAT question, the conversion would always be given to you in the question itself.

The only units conversions the GMAT won't provide are those that are used almost universally, mainly those involving units of time -- the GMAT won't tell you there are 60 seconds in a minute, for example. But for units of length or mass or anything similar, the GMAT will always tell you how to convert one unit to another if you'd need to know that to answer the question.
