Analyzing the question:
Note the question isn't asking for how many 4-person units there are, it is asking how many people in total are staying in 4-person units.

Statement 1:
(1) It tells us 180 of the units are 4-person, but we don't know if they were all full or all empty. Insufficient.

Statement 2:
Gives us the breakdown among the 4-person units. Now we just need to know how many 4-person units there are. Insufficient.

Combined:
Sufficient.

Ans: C
