(1) If no additional voters are added to the bloc, and 4 of the current voters leave the bloc, there will be fewer than 20 voters.
(2) If 4 more voters join the bloc and all of the present voters remain, there will be at least 27 voters

Both together are sufficient and hence answer should be C. 19 voters

Let the voters be N.
From a) we get N<24 So insufficient.
From b) we get N>=23 So insufficient.

On combining we get a unique value of N=23. So c) is sufficient.

Value based question.
Let's assume Value of voters in block be V.
From st-1
V-4<20 or V-4≤19
Not sufficient
From st-2
V+4≥27
Not sufficient
Combine both statement
ONLY 23 is able to satisfy.
C is the answer. Both statement sufficient.
