Either my logic is wrong or there is a typo in this question, because I proceeded as follows:

(1) If you know that each step gets you 1/2 of a foot vertically closer to the church, and that the church is 300 vertical feet away, then you know that the number of steps is simply (300 feet / 1/2 foot per step) = 600

(2) If you know that each step gets you 1/3 of a foot horizontally closer to the church, and that the church is 300 horizontal feet away, then you know that the number of steps is simply (300 feet / 1/3 foot per step) = 900
* this is only congruent with (1) if the church is 200 horizontal feet away, so that you get 600 from either method...

Therefore either is sufficient --> D

when you get two different values using the two statements independently, how will that be D?

How can it be D?

1. Each step height is 0.5 ft so there will be 600 steps?
2. Each step width is 0.333ft and for 300 ft, we need 900 steps.
