In square inches and inches:
area = $$\pi*r^2 = k$$
circumference = $$\pi*2r= c$$
circumference = $$3k$$
$$c = 3k$$

$$\pi*2r = 3*(\pi*r^2)$$
$$\pi*2r = 3\pi*r^2$$
$$2 = 3r$$
$$r = \frac{2}{3}$$
