Let X and Y are length and width of vertical walls.

Total area of 4 walls is 4XY.

Area of window is less than XY

So the percent of totl wall space consist of windows is < (XY/4XY)*100 = < 25%

Since only one wall has windows and the windows do not reach the ceiling, the percentage of wall space covered by windows is less than 1/4 or 25%.
