This problem is similar to the number of ways 9 distinct objects can be arranged in 4 slots when theres no repetitions

Theory: The total number of arrangements of n distinct objects is n!

Ans = 9! = 9*8*7*6=72*42 (Ends with a 4 answer is 3024)
