Yes, 'capitalizing' behaves as a verb-ing modifier. Although it refers to the subject 'consortium', it also tells us "how" the consortium integrates African concerns into an international business study. The consortium does so by capitalizing on such schools' traditionally rich relationships with African nations.

Verb+ing modifiers modifies the preceding clause.
In the given question,"A consortium of historically Black colleges in the United States" is a phrase then how can verb+ing modifier modifies the subject "a consortium" ?

kindly clear my doubt.

a. Verb-ing modifiers can be placed at the start of the sentence, right after the subject, or at the end of the clause.
b. They can modify the subject of the sentence/clause from all three positions.
c. They can even modify the subject + the verb from all three positions.
