The crux is to remember that there is only type of relationships that exist, relationships of schools with the African Nations. Instead of ‘with’, if you place an ‘and’, then it becomes that there are two types of relationships i.e., those of the schools and those of the nations. This distorts the true meaning.
A. capitalizing on such schools' traditionally rich relationships with African nations – the choice uses ‘with’ and hence is correct.
B. while capitalizing on the traditionally rich relationships of such schools and African nations – 1. relationships of is unidiomatic.2. the ‘and’ may mean that there are two types of relationships. 3. 'While capitalizing' is unnecessary
C. through capitalizing on such schools' and African nations' traditionally rich relationships --- 1. the ‘and’ indicates the error of changed meaning as in B. 2. Through is unnecessary
