To answer your query, the use of "To send" is not incorrect; it is just less concise, and thus inferior, to the use of "Sending".

The GMAT test writers have an aversion to the word being, which usually creates a passive voice. This eliminates choices A and B. Generally, when a sentence begins with the infinitive verb form (To send…), you would need a parallel infinitive verb form in the second half of the sentence, which is not the case in choice C (which also uses the incorrect idiomatic expression contribution for). Choice E might seem tempting except that the last two words—as opposed—don’t go idiomatically with of. The best answer is D.
