I`m wagering on B.

If you look closely the comma after staff isn`t underlined, so that rules D an E out.

A. A dedication by Colin Powell, given in the same year as his appointment as chairman of the Joint Chiefs of Staff
not idiomatic

B. A dedication by Colin Powell, given in the same year as his appointment to chairman of the Joint Chiefs of Staff
changes the meaning

C. A dedication by Colin Powell, given in the same year that he was appointed chairman of the Joint Chiefs of Staff

Correct. that used for year.

D. Colin Powell gave a dedication in the same year as his appointment as chairman of the Joint Chiefs of Staff that -

(this sounds like he and his appointment gave a dedication at the same time)
E. Colin Powell gave a dedication in the same year of appointment as chairman of the Joint Chiefs of Staff that

This differs from C in that, it states that giving a dedication in the same year as his appointment commemorated the soldiers......
We need to separte this additional information using the comma

doesnt 'given' after the commma in a, b and c imply that colin powell was given?
