im not sure how 'C' is gramatically wrong but i guess thats what the author intends to express in the original sentence- acknowledge the presence of western europe ...

verbal guru's might be able to shed some light??

Initially i had doubts on this !! now i understand this !! must begin with the fact is not good compared to begin by acknowledging the existence of the N.Europe !!!
