I managed to get this problem correct because it sounded correct in my ears. However, I really don't know exactly what makes it correct. The OA is D. I know, in general, that "by" usually comes when we have a passive sentence. However, there is no indication of passive verbs throughout the sentence. When is "by" used then? It confuses me. Thanks

tarek99 - you begin a discussion by doing something, agree? The only option with 'begin' + another verb is D. I'm not sure if the correct usage of the passive voice is being tested in this SC at all.
This sentence has word construction and verb tense change issue:

A discussion of our nations foreign policy must begin with the fact of there being (Firstly this choice suggests a Wordy – [ “the fact of there being” == existence ]and secondly “being” is present participle form of “be” verb, why to shift the tense from simple present to present perfect tense – eliminate it]
