In my opinion the answer should be D

A. A discussion of our nations foreign policy must begin with the fact of there being
B. Beginning any discussion of our nations foreign policy must be the fact of there being (Meaning changed)
C. Any discussion of our nations foreign policy must begin with the fact that there is (Awkward construction)
D. Any discussion of our nations foreign policy must begin by acknowledging the existence of (Correct)
E. To begin discussing our nations foreign policy there must be an acknowledgment of the fact that (Not noun but verb is required)

It's too wordy and awkward. In addition, GMAC dislike 'there is ', 'there are' phrases (but sometimes they are correct).

D. Any discussion of our nations foreign policy must begin by acknowledging the existence of

'Must begin by' is idiomatic. Sentence is gramatically correct.
