C

On the GMAT D would be wrong, they're too similar-- go with the shorter one. C is not the passive voice as claimed in that other thread.

OA is D. And in any way "acknowledging the existence of" is much simpler and clear than "with the fact that there is".

It's shorter and more concise, imo. It is the more correct one. But then again an official question wouldn't have such a wide ambiguity among answer choices.

IMO, GMAT doesnt statements like There is, there are..
Also, they are passive..

I chose D as well. In option C, the use of "that" changed the logic of the sentence. Option C essentially says:

"Any discussion must begin with the fact."
