B. the collection of reparations from Holocaust survivors from the German government had been defrauded of more than $42 million over 16 years by a group that included
--- meaning is entirely changed. The correct meaning is to collect funds for Holocaust survivors not from survivors.
Also the verb had been is not correct. As there are no two actions.

C. collecting reparations for Holocaust survivors from among the German government was defrauded for greater than $42 million over 16 years by a group including
-- from among the German government is wrong
it should be "defrauded of" not "defrauded for"

D. collecting reparations for Holocaust survivors from the German government was defrauded of as much as $42 million in 16 years by a group which included
--- here which is not correct. It should be that. As the information given after "which" is the required information as this information is deciding the group.
E. collecting reparations for Holocaust survivors from the German government was defrauded of more than $42 million over 16 years by a group that included
--- This is correct

There is one more thing to be taken care:
GMAT always prefer THAT over WHICH

What makes you say that ? it is incorrect to say this. That versus which is purely based on usage.

I think, I have seen this "THAT over WHICH" in a book. I suppose Manhattan series but not sure.
Vdadwal is right, after solving SC questions from different books even I would say that the use of "which and that" is totally usage based.

Hold on; here is a different stroke. According to GMAT, it would like to keep off the controversy of the ‘which vs. that’ debate; Please see the example below.

10. Carnivorous mammals can endure what would otherwise be lethal levels of body heat because they have a heat-exchange network which kept the brain from getting too hot.

(A) which kept
(B) that keeps
(C) which has kept
(D) that has been keeping
(E) having kept

THE OA is B; The OE (partly quoted here ) follows

Verb form; Rhetorical construction

The use of the past tense (kept) is incorrect because a current situation is discussed; the present tense (keeps) is consistent with the other verbs in the sentence. In (A) and (C), which introduces a restrictive clause. Some writers follow the convention that which can only be used for nonrestrictive clauses, but insistence on this rule is controversial, and both (A) and (C) can be rejected on other grounds.

I will skip explanations for A-C.

The highlighted content is the same between the problem and option E. Since this part of the sentence construction is correct, option D, which modifies the construction, can be called into question. A helpful rule is that NOT everything in the underlined part is incorrect. In fact 20% of the time, it is completely correct. Hence, one should take a neutral approach, and not be biased against the statement as presented.
