For me it is B, since:

a) insuff. you just know number of men

b) suff. you can stablish a relation between men and women and find the average weight.

Should be 'B'.

The average of the group = total weight of the group/number of males and females in the group.

Stmt 2:
Suppose men are = 2n
women = n 
total weight of the group =(n*150 +2n*120)/3n = can be solved
Hence SUFF.

Clear B. A) insuff - u don't know the number of women B) suff - knowing proportions is suff because u can always reduce numbers to proportions (i.e. 100 men 200 women = 1/2 men to women ratio)
