I think its E
1) A group should be followed by has and not have. A, C and E are left
2) Has been selected to test sounds better
3) "of current computer chips" and "used by computer chips", i chose the second one as it provides the right meaning.
I would request an expert to validate

A group will be singular here so options with have is out. Hence remain A, C,E.
To test shows intention hence A is out.
C. has been selected to test a new low-cost electronic notepad to be built on a new class of green microchips, which are also power-stingy and which use a fraction of the electricity used by current computer chips -- It says the chip is yet to be built ,that's not the intended meaning. If it's yet to be built how are we testing it? Hence out.
E. has been selected to test a new low-cost electronic notepad being built around a new class of green, power-stingy microchips that use a fraction of the electricity used by current computer chips-- Correct choice
