My question for this one is how do you know when you would pick the one that uses "it"? since sometimes, it is not necessarily correct to use a pronoun SC. How is it in this case that using "it" would be correct?

I think this is C for correct comparison.
There are two points worth noting down:
1. present participle (-ing) is generally preferred in cause and effect situtation.
2. Correct comparison. What is being compared here: "construction industry’s economic health" now and five years years ago. But A compares "construction industry’s economic health" and "five years ago". This comparison is wrong. C has the correct comparison.

Here you will fitst narrow down to A and C. In A you can see that in "...economic health much more robust than five years ago" an it is missing because the health is compared to five years ago. That does not make sense. However "it" here would suggest health and that is correct.
