Let the distance between home and office = d kms & actual time = t hours
A man reaches his office 30 min late, if he walks from his home at 3 km per hour
--> d = 3*(t + 30/60)
--> d = 3*(t + 1/2) ....... (1)
and reaches 40 min early if he walks at 4 km per hour
--> d = 4*(t - 40/60)
--> d = 4*(t - 2/3) ....... (2)
From (1) & (2),
3(t + 1/2) = 4(t - 2/3)
--> 3t + 3/2 = 4t - 8/3
--> 4t - 3t = 3/2 + 8/3
--> t = (9 + 16)/6 = 25/6 hours
From (2),
d = 4*(25/6 - 2/3) = 4*(25 - 4)/6 = 14 kms

I guess we need an assumption that he started from home at the same time in both cases.
Suppose his house is at 'D' Kms away from his office and t is the time taken, if he travels at a speed of 4Kmph.
Time taken is inversely proportional to speed.
[t+({40+30}/60)]/t = 4/3
4t= 3t + 7/2
t= 7/2
Total distance = 7/2 *4 = 14 Kms
Suppose his house is at 'D' Kms away from his office and t is the time taken, if he travels at a speed of 4Kmph.
Time taken is inversely proportional to speed.
[t+({40+30}/60)]/t = 4/3
4t= 3t + 7/2
t= 7/2
Total distance = 7/2 *4 = 14 Kms
