1 cycle consists of 2 mins, 1 min to climb up and 1 min to slide down.
1 cycle-->2 mins, height climbed = 2-1 =1 metre

2 mins==> 1 metre
22 mins ==> 11 metres

monkey is left with 1 metre to climb up
1min --> 2 metres
To cover 1 metre it will take 0.5 mins

so the answer is 22.5 mins to climb up

If at all the question had asked for how long will it take him to reach the top for the FIRST TIME

The answer would have been 21 mins..

Thanks for the explanation. only one question, if the Monkey has reached the height of 12 meter at 21 Minutes why the monkey will again come down in the 22nd minute.
