The argument compares the costs and tax revenues that will be generated when people retrain at the training center and when they retrain in community college classes. Only C compares the training center and the community college, so it has to be right, regardless of what it says. More specifically, we know the training center will cost more in tax deductions, but C tells us it will cost less in setup costs, so it's possible the training center will be better than the community college.

then isnt the conclusion ".......,this practice is unwise" is supported?

Yes, that would support the conclusion that the "practice is unwise", but be careful to read the actual question, in boldface, at the end of the stem: we want an answer that "most strongly supports the training center's policy of offering tax deductions for local workers". So we're not trying to support the conclusion that "this practice is unwise"; we're trying to find a reason that the practice is a good idea.
