Why are we not considering the case of designing the flag with only 2 or only 3 colours

Let's say

Flag is designed only by taking any two of the four colurs all kept at alternate position then no of cases.

2*4C2

Similarly for 3 of the 4 cases taken
4C3 * 3 * 2^5.

And then for all the four cases taken

12*81


What is wrong with this approach ?
