Vipin why should it be "is" and not "are". Shouldn't it be "a new generation of machines are useful."

No, since the 'new generation' as a group is singular. It is a collective noun which acts on 'complex fax machines' but that doesn't make it plural.

Generation is singular and capable of is idiomatic.
