Fwd : max can be grouped to 11 teams, guards to 7 teams and goalie to 9 teams

seeing above pattern we can say that at max only 7 teams are possible

so left over players would be from fwd and goalie :

Fwd : 23-14= 9 and goalie 9-7 = 2

9+2 ; 11 IMO C
