This is a permutation question since we are instructed to consider a seating order. Using the box and fill method we have 8!x7! Ways of rearranging the participants. The first participant can be any of the 8 PWAs, the second can be any of the 7 AWAs, the third would be any of the remaining 7 PWAs, the fourth would be any of the 6 AWAs, etc… until the 15 seats are filled.
