Well to weaken the hypothesis we need a choice that breaks the belief that it was the furlough program that lead to the reduction in crime.
If we can bring in a precursor or an another cause into this reformation magic, the hypothesis that it was the furlough program that lead to crime reduction would be weakened.
(A) does that nicely. If the program chose only the "specific good inmates" then probably their good nature was the cause rather than the furlough program for their reformation. Furlough program may still have been somewhat instrumental, but when we bring the information from (A) into the picture the hypothesis sure looks shaky.
And that's what a weakener does. It doesn't necessarily break the conclusion (in this case hypothesis) but somewhat stains the reasoning or brings in "alternative" cause for causal relationship arguments.
