(E)--I used POE and that took out A, B and C because Stipulationsof, stipulation by and stipulations for didn't sound right.
Left with D and E, i eliminated D because the stimulus with "...that were stipulated by laws proposed previously " did not sound right either.
So i picked e because it use the right idiom, 'Stipulated by" and the choice sounds right.
It is better to use "restrictions were stipulated" or we can use the following sentence:
"Previously proposed laws stipulated restriction on tourist and fishing industries."
I have never seen stipulations of/by/for restrictions ever.
(D) restrictions on the tourist and fishing industries that were stipulated by laws proposed previously
Passive voice. Previously proposed laws is better than Laws proposed previously
(E) restrictions on the tourist and fishing industries stipulated by previously proposed laws
